Place the syrup (including a few slices of candied kumquats) in the bottom of a rocks glass. Using a muddler or the back of a spoon, smash the kumquat until lightly pulped. Add the rum, and a few cubes of ice. Stir gently. Top up with a splash of club soda or seltzer.
